Counties on the Move: Expanding Access to Arts Education for All Students

The California County Statewide Arts Initiative collaborates and partners with other education and nonprofit organizations to help ensure equitable access to sequential standards-based arts education as part of the core curriculum. Counties on the Move is a periodic publication that celebrates progress made towards this goal through the 58 county offices of education. The latest edition is from 2024 and includes a reflection on progress made in arts education over the last decade, snapshots of rural arts education community partnership models, and spotlights on several court and community schools.

The publication represents work of the California County Superintendents of Schools and their staff through a state infrastructure of service and support connecting all school districts in California. The highlights in the publication were developed by county offices of education and reveal different approaches to meet the needs of our diverse student populations in California.

The Role of California's County Offices of Education and Implications for Arts Education

In 2022, with support from the William and Flora Hewlett Foundation, SRI International published a series of reports on arts education in California.¬†The Role of California’s County Offices of Education and Implications for Arts Education¬†provides an overview of the role COE’s play in arts education. It examines how “COE activities have shifted in response to California’s Local Control Funding Formula”, and “how these changes may affect access, participation, quality, and equity in arts education in K-12 schools.” The report finds that overall, “study findings point to COE’s as a critical piece of the arts education ecosystem.” The report also provides recommendations for COE’s and COE partners and is helping to guide strategic planning for the California County Superintendents Statewide Arts Initiative.
