❤️ News from Around the State❤️
California County Superintendents Statewide Arts Initiative and Proposition 28 Implementation
Last November California voters passed Proposition 28 which adds The Arts and Music in Schools Funding Guarantee and Accountability Act to the California Education Code. The Arts and Music in Schools Funding Guarantee and Accountability Act provides a means to fulfill the goal of equitable access to fully staffed, sequential, standards-based arts education for all students at all grade levels. There are many challenges to tackle with implementation but with the creative and skilled leaders in the regional and county arts leads network, the California County Superintendents Statewide Arts Initiative is ready to engage in the work. As we prepare to support implementation of Proposition 28, the Arts Initiative is taking the following actions:
- Establishing working groups, including the Arts Education Funding Implementation Community of Practice, to understand the nuances and challenges of implementation in rural, suburban, and urban districts with a wide array of arts education programs.
- Engaging in conversation with diverse arts education partners to determine additional implementation challenges and opportunities, including the teacher shortage problem.
- Participating in collaborative work with statewide education interest holders and industry partners on approaches to support implementation.
Even amid ambiguity about actual funds available and rules for spending and reporting, a theme has emerged: LEAs can swim through the ambiguity by taking inventory of their existing arts education programs and how they are funded and identifying opportunities for long term growth. With funds available to spend for up to three years after allocation, this is a good time to slow down and engage in some strategic planning. It is also important to remember that all partners will need to play a role to ensure equitable implementation statewide.
With collaboration of statewide partners, careful planning, and patience, the implementation of this historic legislation and investment in the future of California’s students can yield new generations of creative and artistically literate Californians ready to join us as we design California’s future.

Arts Education Funding Implementation: Community of Practice

Leadership in Arts Education Webinar
On January 31st, 2023, we hosted a webinar on the recently updated Creativity at the Core Module 12: Leadership in Arts Education. Authors Jeannine Flores (Region 11 Arts Lead) and Louisa Higgins (Region 10 Arts Lead) led us through an exploration of the newly refreshed module and highlighted it’s many professional learning resources to help build capacity for leadership.

Arts Education in California’s Court and Community Schools Webinar
On February 1st, 2023, we hosted a webinar to explore the findings of the report Creativity Challenge: Arts Education in California’s Court and Community Schools with several of the report’s authors Candice Benge and Katie Woodworth from SRI Education. After an overview of key findings from the report, Studio Pathways’ Jessa Brie Moreno and Mariah Rankine-Landers facilitated meaning making and reflection using several signature approaches. A Zoom recording and related resources will be available soon for personal use or for leading groups in professional learning around the report.

National Community Partnerships Convening
Regional Leads Aaron Bryan (Region 7), Pauline Crooks (Region 6), and Jennifer Spangler (Region 2), with Emilia Gore, Program Director, Fender Play Foundation at the Kennedy Center’s National Community Partnerships Convening in Washington DC in January helping to ensure arts education for #AnyGivenChild.

Our Changing Planet
Our Changing Planet (OCP) engages k-12 educators and their students as change-makers for climate justice, igniting their imaginations and creative brilliance to collaboratively design a healthy future and engage in civic life.
This free, intensive professional development opportunity addresses environmental literacy, social justice, and creativity in order to deepen an understanding of local ecosystems and develop creative solutions that can collaboratively strengthen a community’s climate resilience. Core to this program is the research and practices of contemporary scientists, environmentalists, artists, designers, and student activists who are working at the forefront of climate action. These climate justice practitioners serve as models for creative hands-on, minds-on experiences that are also informed by constructivist learning theories grounded in research from Harvard’s Project Zero institute, culturally responsive teaching practices and the arts.

Young Artist Showcase
The 2023 Young Artist Showcase is open for submissions! This showcase is open to public school students, grades Pre-kindergarten through 12th grade, in Santa Clara County. Some students will have their artwork accepted into the permanent exhibit of student artwork located within the SCCOE campuses as well as showcased at the virtual Young Artist Showcase Celebration on May 9, 2023, celebrating Arts Education Month in California.
Awardees have the option of donating their original pieces to the collection. Releasing original artwork is not a requirement for this showcase. Submissions close on April 3, 2023.

The California Arts Project (TCAP)

As the new year unfolds, The California Arts Project, TCAP, network continues to support and collaborate with districts, schools, arts educators/administrators, and our partners through a variety of professional learning programs and activities. TCAP’s work with districts to meet their needs includes strategic planning focused on equity and improving arts teaching and learning, creating new or revising and aligning dance, media arts, music, theatre, and visual arts courses and related scope and sequences to the arts education standards, and supporting teachers content knowledge and content pedagogies in the arts.
To support, continuously improve, learn, and expand our programs and support, current on-going TCAP’s Leadership Practicums will continue and in winter/spring a new set of Practicums will be launched. TCAP Leadership Practicums are focused on specific topics, research, or program development and engage Teacher Leaders from across the state.
As one of the nine California Subject Matter Projects, CSMP, TCAP collaborates on cross-project initiatives and works partnership with other entities. Current CSMP leadership initiatives include Environmental Justice, Universal Transitional Kindergarten, and Ethnic Studies. CSMP partner work includes 21CSLA State Center’s CSMP Inquiry: Why Now? and 21CSLA State Center’s Universal Transitional Kindergarten Leadership Initiative. CSMP has an ongoing Environmental Justice Initiative and is engaged as a partner in Ten Strands’ Climate Change and Environmental Justice Program. CSMP also partners with the California Collaborative for Educational Excellence, CCEE. In partnership with CCEE, CSMP has produced a variety of microlearning modules of teacher practical tools, strategies, and skills to improve engagement and learning in the classroom including two TCAP developed. Additional modules are under development and will be added. In February, the 2023 CSMP LEADLEARN conference focused on social justice will convene in Santa Clara.
Collaborating to Build Statewide Awareness and Support Implementation California’s Arts Education Framework
TCAP’s and California County Superintendents’ Arts Initiative’ Year 2 support for the California Arts Education Framework is well underway! Collaborative Design Teams consisting of county office arts leads and TCAP arts leads have drafted a set of additional resources to support awareness and implementation of the Framework. New resources will be available starting in March with additional resources added over the following months. These and other Framework resources can be found on California Arts Education Framework Resources for Implementation Hub.

The 2020 CA Arts Education Framework illuminates the value and importance of providing equitable and effective arts education for all students. This series focuses on Chapter 9, Implementing Effective Arts Education and engages arts education leaders and administrators in conversation, sharing, and reflection.

The network sessions provide opportunities for teachers and administrators in the arts to stay informed of statewide and regional arts education news, issues, and dialogue with others on critical arts education topics.

Arts, Music, and Instructional Materials Discretionary Block Grant
In his January 10, 2023, budget announcement, Governor Newsom proposed a $1.2 billion reduction in the Arts, Music, and Instructional Materials Discretionary Block Grant, reducing the amount from $3.5 billion to $2.3 billion. The announcement cites the funding approved in the passage of Proposition 28, and notes the savings will be directed to 2022–23 and 2023–24 Local Control Funding Formula costs. As shared previously, the approval of Assembly Bill 181 and 185 establishing discretionary block grant resulted in the Curriculum Frameworks and Instructional Resources Division’s production of a series of webinars to share professional development and instructional materials opportunities presented by the discretionary block grant. The reallocation does not change the guidance in the webinars and resources, which continue to provide important information for local educational agencies using the available funds. Exemplary Arts Education Awardees
On January 24, State Superintendent Thurmond announced that 19 schools were selected for the California Exemplary Arts Education Award. These schools demonstrated an exemplary commitment to providing adequate resources and funding for arts education. This year’s awardees provided high-quality arts curriculum and instruction and assessment; high-quality professional learning for staff who are responsible for providing arts learning; and access to high-quality, culturally responsive arts instruction for all students, including English learners, special education students, and other special populations. Youth Voices at the March GRID Summit
The GRID is a unique opportunity for young people to expand their understanding of creativity and the diversity of creative careers. The event will feature:
- Three days of live events and virtual broadcast reaching over 2,500 students Twenty-seven creative industry skill-building workshops
- Twelve live story shares and performances
- Student Creative Challenge Showcase and an EXPO fair In partnership with SoLa Impact, GRID Live will take place on March 1st at The Beehive with

The CDE is pleased to support the annual Directing Change Program and Film Contest. This statewide program invites California students from grades six through twelve to create 60-second films about suicide prevention, mental health, and other health-related topics to support awareness, education, and advocacy.
