❄️California County Superintendents Arts Initiative News❄️

Celebrating the Arts and Music in Schools Funding Guarantee and Accountability Act 

As we close out the year and move into Winter, we celebrate the November election, where California voters passed Proposition 28 which adds The Arts and Music in Schools Funding Guarantee and Accountability Act to the California Education Code. The Arts and Music in Schools Funding Guarantee and Accountability Act provides a means to fulfill the goal of equitable access to fully-staffed, sequential, standards-based arts education for all students at all grade levels. There are many challenges to tackle with implementation but with the creative and skilled leaders in the regional and county arts leads network, the California County Superintendents Arts Initiative is ready for the journey. We are currently collaborating internally and with statewide education and industry partners on next steps to support the implementation of this historic legislation and investment in the future of California’s students.

Other Arts Initiative Announcements

Interest List Forming for Arts Education Funding Implementation Community of Practice: Since funding continues to be in the spotlight, we are currently forming an interest list for county and district leaders to participate in a community of practice (COP) around arts education funding. The COP will run February through June with monthly virtual meetings. Meeting dates are tentatively scheduled for 2/3, 3/3, 4/14, 5/5, and 6/2. To add your name to the interest list and provide some feedback on meeting times and content, please contact us for the survey link.

Arts Leads Meet Up: The CISC Leadership Symposium will be held from February 22nd to the 24th in Monterey. CISC Arts Subcommittee Chair Jeanette Spencer has secured a space for county arts leads who are attending the symposium to connect, engage in networking, and celebrate what’s happening in the arts. More information will be provided as soon as the details are finalized.

New Website and Twitter Handle: In the coming months, the arts initiative will unveil a refreshed website. We have also changed our Twitter name from @ccsesaarts to @cacountyarts. Follow us!

CISC Symposium to Celebrate Student Artists

Celebrating Student Voice: CISC Symposium organizers are calling for student artwork so that it can be featured and conference attendees can be reminded of the power of arts education as they enjoy the diverse works of creative expression produced by student artists from across the state. Submissions are encouraged in all five disciplines and organizers will utilize QR codes to feature recorded works and performances. The deadline to submit student art is January 9th at 12:59 p.m. Please see the links to the forms below for guidelines and requirements.

November 16th Regional and County Arts Leads Meeting

The California County Superintendents Arts Initiative recently hosted a hybrid Regional and County Leads Meeting for 2022-2023, at our new headquarters in Sacramento’s ACSA building. There was a lot of discussion about funding (of course) and time to attend to our customary key issues. It was wonderful to welcome new county leads and connect and collaborate with each other and our statewide partners. We are looking forward to the next in-person meeting at the Crocker Art Museum on May 24.

Rural Arts Network Meetings

Registration deadline is the Friday before the meeting: January 13th and May 12th.

At the Rural Arts Network virtual meetings participants will have the chance to:

• Connect with colleagues charged with rural arts education
• Receive updates on funding opportunities (the Arts Music and Instructional Materials Discretionary Block Grants, Arts and Music in Schools Funding and Accountability Act, etc.)
• Explore ways to thoughtfully leverage funding, including through strategic planning
• Engage in a discussion with colleagues to consider next steps

Module 12 Webinar: Leadership In Arts Education

The California County Superintendents Arts Initiative is pleased to host a webinar on the newest Creativity at the Core module Leadership in Arts Education on January 31, 2023 from 4:00-5:00 p.m. The webinar will be led by module authors Jeannine Flores (LACOE) and Louisa Higgins (RCOE). Trauma Informed Healing Through The Arts

Dr. Lisa Kay will be leading the fourth and final session in our series that provides a practical guide for those who wish to support therapeutic art making in their art teaching practice.  We will offer key elements, approaches, and practical guidelines for therapeutic art education with students who have experienced adverse childhood experiences and trauma. Dr. McFarland will facilitate the in-person event and will co-lead the three virtual sessions with Dr. Kay. The strategies will provide teachers with confidence to support their students’ health and wholeness through art.

Alameda County Community History and Arts Project

The Alameda County Community History Project aims to engage students in the exploration of best practices to engage as community historians. They begin their exploration by focusing on the creation of oral histories that incorporate photo essays, cooking, music, and personal artifacts. 

Through multiple sessions, teachers will build a toolkit for community asset mapping including the ways public art has been integrated into the community design. The teacher community will then participate in the Black Liberation Walking Tour that focuses on the architecture, urban design, and public artwork in West Oakland’s Hoover Foster neighborhood. The creators of the tour will spend an hour debriefing with participants how they shaped this kind of community project. 

Teachers will also be able to select several in person workshops including participation in the Ohlone café (cultural learnings through the culinary arts) and a tour of the Spanish colonial Peralta House. The last sessions are focused on teaching tools to integrate the student historical voices with experts in the field so that students can publish their findings which may be in the form of photo essays, their own mural expression, a website design, or an artifact for a time capsule. Finally, teachers will spend a planning session to think about how to integrate all of the material into their curriculum throughout the upcoming school year.

Our Changing Planet

Our Changing Planet (OCP) engages k-12 educators and their students as change-makers for climate justice, igniting their imaginations and creative brilliance to collaboratively design a healthy future and engage in civic life.

This free, intensive professional development opportunity addresses environmental literacy, social justice, and creativity in order to deepen an understanding of local ecosystems and develop creative solutions that can collaboratively strengthen a community’s climate resilience. Core to this program is the research and practices of contemporary scientists, environmentalists, artists, designers, and student activists who are working at the forefront of climate action. These climate justice practitioners serve as models for creative hands-on, minds-on experiences that are also informed by constructivist learning theories grounded in research from Harvard’s Project Zero institute, culturally responsive teaching practices and the arts.

Media Producer Fellowship: Futures We Dream

Alameda County Office of Education and Arts2Work are seeking 10 creative students In Alameda County looking to explore storytelling and media arts as a career. In this Fellowship, students will create their own 1-2 minute short videos around the theme of Futures We Dream, inspired by the Smithsonian FUTURES exhibition currently on view in Washington, DC.

Marin County Office of Education has partnered with Youth in Arts for programming in their countywide SDC classes. They are currently in the process of partnering to develop student programming with local visiting artists.

Arts as Life!

Arts as Life! is open to all K-12 teachers, administration, staff, and counselors, and is produced in partnership with San Mateo County Office of Education, Alameda County Office of Education, Stanford Live, Young Audiences of Northern California, San Mateo County Office of Arts and Culture, Santa Clara County Office of Education, Riverside Office of Education, and KQED.

This day-long, immersive experience will include many dynamic presenters, a rockstar line-up for the keynote, student performances, AND MORE!

We are excited to bring teachers a new model of professional development that includes their students.  We recognize that finding a substitute teacher is almost impossible, and one of the many themes of the conference is “Student Voice,” so why not invite students? Save the Date! And bring your class!

2023 Arts Education Community of Practice

Young Artist Showcase

The 2023 Young Artist Showcase is open for submissions! This showcase is open to public school students, grades Pre-kindergarten through 12th grade, in Santa Clara County. Some students will have their artwork accepted into the permanent exhibit of student artwork located within the SCCOE campuses as well as showcased at the virtual Young Artist Showcase Celebration on May 9, 2023, celebrating Arts Education Month in California.​​

Awardees have the option of donating their original pieces to the collection. Releasing original artwork is not a requirement for this showcase.  Submissions close on April 3, 2023.

All webinar sessions are free of charge and open to arts educators and college/university arts education students from across the state. TCAP’s Regional Arts Education Network Communities: (TCAP AEN’s)

TCAP’s statewide and regional networks support TK–12 through post-secondary dance, media arts, music, theatre, visual arts, and CTE AME educators as they strive to implement the goals of the Arts Education Framework and Standards to further equitable, standards-based arts education for California students. The network sessions provide opportunities for teachers and administrators in the arts to stay informed of statewide and regional arts education news, issues, and dialogue with others on critical arts education topics.

California voters approved Proposition 28! Join this series now to learn and engage with other administrators as we begin this new chapter of CA arts education.   

The 2020 CA Arts Education Framework illuminates the value and importance of providing equitable and effective arts education for all students. This series focuses on Chapter 9, Implementing Effective Arts Education and engages arts education leaders and administrators in conversation, sharing, and reflection.  

Register for one, multiple, or all of the zoom based episodes. There is no cost, but pre-registration is required. Registration is available on the TCAP website.

State Superintendent Tony Thurmond Announces 2023 California Teachers of the Year

On October 13, State Superintendent Tony Thurmond announced five exceptional educators as 2023 California’s Teachers of the Year. Presented by the California Department of Education and supported by the California Teachers of the Year Foundation, the California Teachers of the Year Program began in 1972 to honor outstanding teachers and encourage and inspire new teachers to enter the profession.

“These five educators receive the prestigious honor of 2023 California Teachers of the Year for their extraordinary talents and efforts to teach young people in California during historically challenging circumstances,” said Thurmond. “Using their exceptional skills, creativity, and experience, they continue to create positive learning environments and make meaningful contributions to the academic and social–emotional needs of their students.”

The five finalists are Jason Torres-Rangel an AP English Teacher, Catherine Borek an AP English Literature and Drama Teacher, Lauren Camarillo a Spanish Teacher, Ben Case an instrumental music and music theory teacher, and Bridgette Donald-Blue a fourth-grade multiple subject teacher. Arts, Music, & Instructional Materials Block Grant Guidance

To assist local educational agencies (LEAs) with specifications in Section 56 of Assembly Bill 185 (AB 185): The Arts, Music, and Instructional Materials Discretionary Block Grant, the Curriculum Frameworks and Instructional Resources Division has partnered with the Educator Excellence and Equity Division and the School Fiscal Services Division at the California Department of Education to provide support for LEAs to proportionally use their allocation for the five purposes enumerated in Section 134(a)(1)–(5), which include

1. The acquisition of standards-aligned instructional materials and professional development in ten specified subject areas;
2. school climate;
3. diverse, culturally relevant, and multilingual libraries;
4. costs related to COVID-19; and
5. resources regarding funding.

Arts Media and Entertainment Updates

The Creative Careers Leadership Lab Pilot

AME has launched the Creative Career Leadership Lab (CCLL), a youth leadership organization delivering leadership development and work-based learning programs for youth interested in pursuing careers in the following creative industries:

1. Animation, Visual Effects (VFX), and Game Production
2. Dance/Theater
3. Design
4. Film/Television Production
5. Live Event Production
6. Multimedia Communications
7. Music and Audio Production

This year, we are piloting the CCLL with 13 AME-focused middle and high schools throughout California and working with nearly 1000 students to deliver high-quality programming including:

My Future Matters Curriculum

Lesson plans designed to build the next generation of student leaders through tutelage in problem solving, relationship building, communication and collaboration.

Creative Team Challenges – Opportunities for students to collaborate on creative challenges that help them build real-life skills.

Partner Skill Building Sessions – Workshops facilitated by partner organizations providing students an introduction to skills and tools used in the creative industry.

Statewide GRID Summit – Multi-day gathering bringing together students and teachers to experience performances, connect with resources, engage in a series of creativity-exploring workshops.

Regional GRID Hangouts – Pathway-specific career panels, Q&As, skill-building resources, and opportunities to network.

With the goal of fostering the development of creative skills and leadership capability for high school students,  the CCLL’s target audience are youth ages 12 to 18. Students are introduced to a variety of creative industries and learning opportunities, and build their skills, strengthen their confidence, self-awareness, creativity, and work ethic.

Course Title: Designing Advocacy: Arts Education + Graphic Design

Description: Students ages 18-24 will create graphics advocating for arts education, drawing from their personal experiences in order to maximize community connection. Produced in partnership with ArtCenter and led by Indigenous artist and organizer, Joel Garcia, students will apply design knowledge through ProCreate and Illustrator. 

Students will meet virtually every Wednesday from January through April 2023.
